Yes that's my understanding.
a "Moved Page" needs further work, "Completed Page" is fully done and good
to go, "Editing" means that someone is actually working on it at this right
moment which is there to avoid 2 peoples working on the same page.

Right now, 623 pages are pending and I'm sure tomorrow we will get a bunch
of them moved.
