[Freeswitch-docs] edit old wiki w/superseded msg

Part of the Guidlines ( https://freeswitch.org/confluence/display/FREESWITCH/Confluence+Wiki+Standards+and+Guidelines ) is to add

to the wiki pages. Is this still in effect?
If so, where do we go to create an account? (The "create account" page has no form, only a message of the DB being locked)
