[Freeswitch-docs] Confluence standards

I consolidated the many fine pages detailing wiki standards to be used in Confluence into one page:

https://confluence.freeswitch.org/display/FREESWITCH/Confluence+Wiki+Standards+and+Guidelines

 

There is probably a little more work to do on it, but at least the newer members of the Docs Team will have a reference as they begin to copy pages from the old wiki and style them with these Confluence guidelines.
