Anyways, I tracked down a version of the devel rpm from this location <a href="http://downloads2.goautodial.org/centos/7/current/x86_64/RPMS/">http://downloads2.goautodial.org/centos/7/current/x86_64/RPMS/</a>, installed it and now I can build 1.6.8 on Centos 7.2.
