libmp3lame is part of lame. There's a src.rpm here:
ftp://fr2.rpmfind.net/linux/rpmfusion/free/fedora/updates/testing/23/SRPMS/lame-3.99.5-5.fc23.src.rpm
Since it's for F23 the spec file may need some tweaking to rebuild on EL7.
