Actually, it can do both.

UDPTL was created before RTP, but has been superceded, except that it
won't die because people implement only UDPTL.  Fax implementations
should IMHO prefer to use image/t38 over RTP/UDP or RTP/TCP.  It will
mean that generic tooling is made accessible to fax.
