Have you been in contact with the maintainers of that library?
Perhaps you can ask them to provide a licensing exception for use with
FreeSWITCH.

As far as integrating it into OpenZAP:

OpenZAP is BSD licensed and has loadable modules of it's own now so it would
be possible to make it work with OpenZAP
Since GPL and BSD are compatible and your resulting ozmod_ss7 would be a
shared object loaded by libopenzap
But there would be a licensing question with what happens when you in turn
load mod_openzap which links OpenZAP to
FreeSWITCH.  Technically there is a layer of indirection present so I don't
know what license purists would say but again
maybe if you are on good terms with the maintainers you could ask for an
exception.
